Outspoken China officers a challenge to the party

BEIJING (AP) ? China's government has demanded talks with Japan in their latest dust-up over a set of tiny islands, but a high-ranking Chinese military officer has suggested drastically more belligerent responses.

Dispatch hundreds of fishing boats to fight a maritime guerrilla war, says Maj. Gen. Luo Yuan. Turn the uninhabited outcroppings into a bombing range. Rip up World War II peace agreements and seize back the territory, now controlled by Japan but long claimed by China.

"A nation without a martial spirit is a nation without hope," Luo declared at an academic forum this month in the southern city of Shenzhen while officials in Beijing continued to urge negotiations.

Luo's remarks reflect a challenge for China's leadership from a military increasingly willing to push the limits of the ruling Communist Party's official line on foreign relations, territorial claims and even government reforms. It's a challenge that will need to be carefully managed if a once-a-decade leadership transition beginning Nov. 8 is to go smoothly, with China's global reputation and the party's credibility both at stake.

Backed by what is now the world's second-largest military budget behind the U.S., the People's Liberation Army is bristling with new armaments and is becoming increasingly assertive. That has distressed neighbors such as Japan, Vietnam and the Philippines, all locked in disputes with China over island territory potentially rich in oil, and has prompted the U.S. to send more military assets to the region.

Presiding over this force will be a new generation of military leaders taking power at the same time as the new crop of political leaders.

Up to seven of the 10 uniformed members of the Central Military Commission, which oversees the armed forces, are set to retire. Members of the new panel are expected to demand an even greater say in decision making ? and a tougher line in disputes with other nations.

While President Hu Jintao's absolute command over the armed forces had at time been questioned, his presumed successor ? Vice President Xi Jingping ? may have an easier time keeping officers on-message because of his closer ties with many top military figures as a fellow "princeling" ? those with ties to communist China's founding fathers.

He may have to wait, though: Hu will likely seek to hold onto his position as chairman of the military commission for another two years, as his predecessor did. Also, five officers generally considered loyal to Hu were promoted this week to top posts such air force commander and chief of the general staff, meaning they will sit on the new commission once it is appointed next month.

Officially, China espouses a "peaceful rise" philosophy that stresses a defensive military posture and the negotiated resolution of disputes. But the PLA's newest generation of ships, submarines, stealth planes and the development of its first aircraft carrier suggest the capability for operations far from home.

Hawkish officers such as Luo have a broad audience in the PLA and in a Chinese public that has grown more stridently nationalistic and increasingly impatient with a ruling party seen as bloated, unresponsive and corrupt. Luo, whose father was a top security officer for Mao Zedong, has at times openly questioned the legitimacy of the "peaceful rise" philosophy and warned that it doesn't preclude China from using force to assert its interests.

Their sentiments find a ready audience via books, online sites and even in state media.

There's a "continual tug-of-war between the party and the PLA," said Denny Roy, an expert on the Chinese military and senior fellow at the East-West Center in Hawaii.

"The party may not want to appear to be trying to stifle a popular nationalistic position expressed by a military man, (which could) turn public anger against the civilian leadership," Roy said.

The 2.3 million-member PLA is technically the house army of the Communist Party, ultimately loyal to the party rather than the Chinese nation. Its chief mission is ensuring the party's hold on power, as it did in 1989 in the bloody suppression of pro-democracy protests centered on Beijing's Tiananmen Square.

No military officers are openly challenging party control. But some have railed against official corruption and called for a degree of political openness that makes party leaders nervous. Among the boldest has been Gen. Liu Yazhou, whose works espousing greater democracy have been privately published and placed in coffee shops in Beijing's university district.

"Senior officers feel entitled to raise their voices because they believe that the party's corruption has elevated the relative standing of the PLA," said Washington-based military strategist and historian Edward Luttwak, who knows Luo personally.

In the 2009 book "China Dream," senior colonel and National Defense University professor Liu Mingfu called for China to upend U.S. dominance in international relations, saying China had a stark choice between becoming the pre-eminent power or one that has "been left behind and eliminated."

Those sentiments were echoed in the introduction to a 2010 scholarly work by Gen. Liu Yuan, whose father, Liu Shaoqi, was a Chinese head of state in the 1950s and 1960s. The younger Liu called for China to cast aside restraint and praised warfare as a foundation of modern culture.

"Those involved in warfare are the most glorious, wonderful, and mournful," wrote Liu, a full general in the PLA who serves as a political commissar.

Requests to interview Luo and the three Lius, who are not related, were declined.

Many observers see a pronounced gap between the headline-grabbing views and bombastic statements of these kinds of officers ? most often based in academia ? and those of unit commanders who are much more cognizant of the PLA's limitations, as well as top military leaders considered staunchly loyal to the party.

"I would emphasize that, overall, the party leadership wields ultimate decision-making power on key national security issues," said Sarah McDowall, a China analyst with IHS Janes in Britain.

The PLA also has shown the world a friendlier side in recent years, cooperating in anti-pirate patrols off Africa's coast, joining in UN peacekeeping operations and sending a hospital ship to the Caribbean. However, some of that may be as much about testing the ability to operate far afield as about diplomacy.

Xi, the incoming leader, is seen as representing a strain of firm, though not shrill, nationalism. His ties to the military are smoothed by his years in uniform as secretary to former Defense Minister Geng Biao from 1979-1982 ? as well as his being the son of a leading communist guerrilla.

The military will continue to yield major sway through its outsized representation on major bodies. It will have 251 delegates at the national party congress opening Nov. 8, three times the number from China's most populous province, Henan.

Its influence has ensured robust spending on such new assets as the prototype J-20 stealth fighter.

McDowall of HIS Jane's said the PLA's influence has been growing in recent years "owing to the increasing resources allocated to it" and that it has a major, behind-the-scenes say in this year's political leadership transition.

"High-ranking military men may feel they have slack in the leash and can speak boldly" when the country's political establishment is in flux, said Roy, the East-West Center senior fellow. "For many in the Chinese military, these outspoken guys are patriotic heroes."

New drug delivery system for bladder cancer using nanoparticles

ScienceDaily (Oct. 25, 2012) ? A team of UC Davis scientists has shown in experimental mouse models that a new drug delivery system allows for administration of three times the maximum tolerated dose of a standard drug therapy for advanced bladder cancer, leading to more effective cancer control without increasing toxicity.

The delivery system consists of specially designed nanoparticles that home in on tumor cells while carrying the anti-cancer drug paclitaxel. The same delivery system also was successfully used to carry a dye that lights up on imaging studies, making it potentially useful for diagnostic purposes. The findings are published October 25 in the journal Nanomedicine.

"We have developed a novel, multifunctional nanotherapeutics platform that can selectively and efficiently deliver both diagnostic and therapeutic agents to bladder tumors," said Chong-Xian Pan, principal investigator of the study and associate professor of hematology and oncology at UC Davis. "Our results support its potential to be used for both diagnostic and therapeutic applications for advanced bladder cancer."

Cancer of the bladder usually develops in the cells of the inner lining of the bladder. Survival rates are high if the disease is caught early, but it remains difficult to treat in advanced stages ? when the tumor has grown outside of the bladder or metastasized to distant sites. It is the fourth most common cancer in men; it occurs less frequently in women.

Paclitaxel is a drug used to treat advanced bladder cancer and other cancers, but it is associated with serious safety concerns. It can be toxic to bone marrow, leading to reduced levels of red and white blood cells, putting patients at risk of infection. In addition, because the drug is not readily soluble in blood, it is typically dissolved in castor oil, which has caused severe ? and sometimes fatal ? allergic reactions.

The drug delivery system used in this study makes use of nanoparticles called micelles developed by Kit Lam, professor and chair of the UC Davis Department of Biochemistry and Molecular Medicine and a co-author of the article. Micelles are aggregates of soap-like molecules that naturally form a tiny spherical particle with a hollow center. The researchers incorporated specific targeting molecules ? called ligands ? into the micelle structure. These ligands, developed by UC Davis researchers, were successfully shown in earlier studies to preferentially bind to bladder cancer cells derived from dogs and humans.

In addition to the cancer-targeting ligands, the micelles were loaded with paclitaxel. Experiments were run on mice receiving different dosages of the drug: the standard dosage currently used for therapy, and another dosage three times that amount. Mice receiving the standard dosage had significantly less tumor growth and longer overall survival compared to control mice who received a saline solution instead of drug therapy. Mice that received the high dosage took the longest time to develop a tumor and had the most days of tumor control. They also had nearly three times longer survival than mice that received drug therapy in the conventional way ? without the use of the nanoparticle delivery system. The high dosage conferred few side effects and no deaths.

"The prognosis for advanced bladder cancer has not changed for three decades," said Pan. "Our findings have the potential to significantly improve outcomes."

Mice used in the experiments were specially injected with human bladder cancer cells obtained directly from patients with the disease. This technique is believed to make the study results more clinically relevant than the more common method of using cancer cell lines that have been maintained in laboratories for research purposes for long periods of time. According to the study authors, the transplanted tumors were highly aggressive cancers.

In other experiments, the researchers loaded the bladder-cancer-homing micelles with a fluorescent imaging dye instead of paclitaxel. The imaging results proved that the micelles were targeting the bladder cancer cells and indicated that the technique may have clinical applications for diagnosis and monitoring therapy.

"These research findings are extremely exciting on many levels," said Ralph deVere White, director of the UC Davis Comprehensive Cancer Center and a study author. "We have very promising results using a novel technology that may offer a new approach to treating a variety of very difficult-to-treat cancers. I look forward to seeing this approach move forward in clinical trials."

The article is titled, "Tumor-targeting multifunctional micelles for imaging and chemotherapy of advanced bladder cancer." The other study authors are Tzu-yin Lin, Yuan-Pei Li, Hongyong Zhang, Tingjuan Gao and Kit Lam, all of UC Davis; Juntao Luo of SUNY Upstate Medical University in Syracuse, New York; and Neal Goodwin of Jackson Laboratory in Sacramento.

Pennies for Cash4Gold - The Term Sheet: Fortune's deals blog Term ...

FORTUNE -- Cash4Gold, the metal refinery known for having MC Hammer rap its praises during the 2009 Super Bowl, is being sold for scrap.

Fortune has learned that the company's assets, including its domain name and client database, will be sold for approximately $440,000 to Direct Holdings Americas, the parent company of Time-Life (which is not affiliated with Time Inc., the publisher of Fortune). The deal remains subject to bankruptcy court approval, but that it believed to be a formality.

What's remarkable is that all of this comes less than four years after Green Bullion Financial Services, the Pompano Beach, Fla.-based parent company of Cash4Gold, raised $40 million in venture capital funding from respected firms like General Catalyst Partners and Highland Capital Partners. That's right: This was the low-rent version of Color.

Cash4Gold used some of that money to finance the now-infamous Super Bowl ad, which reportedly cost $2.4 million to broadcast and hundreds of thousands of dollars to produce. By the middle of 2010, however, both VC firms had written down their investment to nearly zero, and shortly thereafter exited the company altogether. Highland also was sued by one of Cash4Gold's former business partners for fraud and breaches of contract, but the case was later settled out of court.

Then came the bankruptcy this past July, with a Florida insolvency manager called Moecker & Associates hired by the court to find a buyer. Moecker also appears to have helped continue fulfilling orders for Cash4Gold, as the actual company shut down operations and stopped even answering its phone.

Among those interested in purchasing the assets was the parent company of Sharon, Mass.-based?CashForGoldUSA, an independent rival with a very similar-sounding name. It looked at the incoming inventory and several months of web traffic analytics, and tells me that it determined that the business was worth around $200,000. But rival bidder Direct Holdings America had something CashForGoldUSA didn't: A cheaper source of capital.

At the time it went under, the largest Cash4Gold creditor was Euro RSCG, a marketing agency that had produced that old Super Bowl ad -- with an outstanding bill of $800,000 (the second-largest creditor was Google, which was owed around $115,000). Multiple sources tell me that Direct Holdings America purchased some or all of that outstanding Euro RSCG credit, which ultimately gave it greater bidding flexibility (such debt purchases are fairly common in the insolvency auction world). Thus the $440,000 price, compared to the $200,000 that Cash4GoldUSA was willing to pay.

What remains unknown is what Direct Holdings America plans to do with Cash4Gold, assuming the court approves its purchase. After all, it's a direct marketer of music and video products, not a metal refinery.

I put in a call to the company yesterday, but was told the CEO and CFO were unavailable for comment because they were on a business trip. When I asked if they might respond to voicemails or emails, the company representative sounded annoyed, stressing again that "they are on a business trip." Guess business trips mean different things to different folks (note: This post was written and posted aboard a cross-country flight).

YANGON, Myanmar (AP) ? At least 56 people have been killed and nearly 2,000 homes destroyed in the latest outbreak of ethnic violence in western Myanmar, a government official said Thursday.

The 25 men and 31 women were reported dead in four Rakhine state townships in violence between the Buddhist Rakhine and Muslim Rohingya communities that re-erupted Sunday, local government spokesman Win Myaing said. He said some 1,900 homes had been burned down in fresh conflict.

In June, ethnic violence in the state left at least 90 people dead and destroyed more than 3,000 homes. Tens of thousands of people remain in refugee camps.

The United Nations has called for calm Thursday in response to the new violence.

"The U.N. is gravely concerned about reports of a resurgence of inter-communal conflict in several areas in Rakhine State ? which has resulted in deaths and has forced thousands of people, including women and children, to flee their homes," U.N. Resident and Humanitarian Coordinator in Myanmar Ashok Nigam said in a statement.

Nigam said the United Nations was appealing for "immediate and unconditional access to all communities in accordance with humanitarian principles."

The statement said large numbers of people fleeing the new violence were headed for already overcrowded refugee camps currently housing about 75,000 people previously made homeless.

"Short term humanitarian support and action towards long term solutions are urgently required to address the root causes of the conflict," said the statement.

The unrest is some of the worst reported in the region since June, after clashes were set off by the alleged rape and murder of a Buddhist woman by three Muslim men in late May.

Tensions still simmer in part because the government has failed to find any long-term solution to the crisis other than segregating the two communities in some areas.

Real estate group adds jobs with move

DAYTON, Ohio (WDTN) - Miller-Valentine Group announced plans to locate its commercial real estate services division, as well as its executive offices, at 137 N. Main St. in downtown Dayton following the remodeling of office space.

Miller-Valentine merged its leasing, brokerage and property management services with Gem Real Estate in May of 2012 to create the Miller-Valentine Gem Real Estate Group.

Miller-Valentine staff will join Gem Real Estate staff to occupy part of the Barclay Building by early 2013. The company has pledged to add 26 full-time jobs over the next two years to the 17 employees already working in the division.

The City of Dayton is supporting the move with a $185,000 development grant approved by the City Commission at its October 3 meeting.

Miller-Valentine Group provides commercial and residential real estate services and is a general contractor. It has operations in Dayton, Cincinnati and South Carolina.

Smallpox virus may help treat agressive breast cancer

CHICAGO - A new form of breast cancer treatment may be? smallpox?

What was once a feared killer of millions of people may someday be used to treat one of the most dangerous forms of breast cancer. So far it's worked in mice, and researchers are encouraged.

The researchers, from Memorial Sloan-Kettering Cancer Center in New York City, have found that a vaccine made from a virus from the smallpox family can be used in the treatment of a certain type of breast cancer, called triple-negative breast cancer or TNBC.

This form of breast cancer is especially difficult to treat because it is not sensitive to the special hormonal and immune therapies that many other forms of breast cancer are. These tumors can be often be treated with some chemotherapy, but they tend to be more aggressive and recur more often.

"We still don't have an understanding as to why this cancer is so aggressive and tends to recur after treatment," said Dr. Sepideh Gholami, the lead study author and a surgical resident at Stanford University Medical Center. "One of the reasons I wanted to focus on TNBC is that there aren't many long-term treatment options."

It is estimated that about 10 to 20 percent of all breast cancer cases are triple-negative. It is particularly prevalent in women under the age of 35.

Study findings presented today at the 2012 Annual Clinical Congress of the American College of Surgeons showed that the new vaccinia virus, called GLV-1h164, was able to enter cells and cause destruction of the tumor, as well as prevent blood vessel growth in the tumors in mouse animal models, resulting in significant tumor destruction.

Since smallpox vaccines have been given to billions of people to eradicate smallpox, this new vaccine will likely have a similar level of safety. However, its use as a therapy in patients with triple negative breast cancer would require a clinical trial to evaluate its effectiveness.

Facebook outlines its ad targeting strategy on one handy page, presents a complex privacy picture

Facebook privacy padlockTo say that Facebook has to tread lightly around privacy issues is an understatement, especially with a targeted ad push underway. Rather than navigate that minefield once more, the social network hopes to skip it entirely by posting an overview of how the ad system tracks habits while retaining our anonymity. For the most part, Facebook walks the fine line carefully. Its Facebook Exchange auction system relies on a unique, untraceable browser ID to target ads to specific people without ever getting their identity; both a mechanism targeting ads beyond Facebook and a Datalogix deal to track the ad conversion rate use anonymous e-mail address hashes that keep advertisers happy without making the addresses readable to prying eyes. The initiative sounds like it's on the right course, although there's caveats at work. Opting out of any Facebook Exchange ads requires tracking down individual ad providers, which isn't likely to result in many of us leaving the ad revenue stream. Likewise, those who'd object even to the completely anonymous ad profiling don't have a say in the matter. With those concerns in mind, it's doubtful there will be many significant objections in the future -- Facebook knows its advertising money train can only keep churning if its members are comfortable enough to come along for the ride.
